Situation before the contract & client requirement
- The Municipality of Ljutomer decided to total retrofit its 5 buildings – A cultural home, a City hall, a Municipality building, Primary School with Kindergarten, and a Multipurpose building for cultural needs.
- After analysis of energy measures Municipality realised that no private partner will enter into the PPP project – there was not enough savings to repay the private partner‘s investment
- Municipality chose a standard public procurement procedure with an additional savings warranty for 4 years after implementation.

RESALTA renovated heating, ventilation, and cooling systems, replace inner lighting with more efficient lighting, replace existing heating systems with systems using renewable energy sources, replace doors and windows, renovate facades, and isolate roofs.
