Resalta is supporting the City of Gorzów Wielkopolski in the implementation of what is currently the largest public building retrofit project under an Energy Performance Contract (EPC) model in Poland.
The project, valued at approximately EUR 44 million, covers the comprehensive energy renovation of 15 public buildings, including schools, kindergartens and municipal facilities. Over the 15-year contract period, the initiative is expected to generate approximately EUR 16 million in energy cost savings.
The project is officially supported by the Ministry of Funds and Regional Policy and is implemented under a long-term, performance-based EPC framework.
A milestone for energy efficiency in Poland
The Gorzów initiative represents a significant step forward for performance-based energy renovation in the Polish public sector.
Under the EPC framework, energy savings are contractually guaranteed and monitored over the duration of the agreement. Rather than focusing solely on construction works, the model links financial commitments to long-term performance outcomes.
This structure enables municipalities to modernise multiple public buildings simultaneously, while maintaining budget stability and long-term cost predictability.
Resalta’s role
In this project, Resalta provides long-term structuring and financing, enabling the City of Gorzów to implement the renovation programme without upfront capital expenditure.
GRESCO acts as the local ESCO partner responsible for implementation and ongoing performance delivery.
The clear allocation of responsibilities ensures transparency, accountability and measurable results throughout the contract period.
Building on European experience
The Gorzów project builds on Resalta’s experience across Central and Eastern Europe, where we delivered more than 370 energy efficiency and renewable energy projects for cities, public institutions and complex organisations.
A comparable example is the long-term public–private partnership with the City of Ljubljana, where municipal buildings are being renovated through a performance-based model delivering measurable annual energy savings and CO₂ reductions.
